Starfleet Administration was originally founded in late 2135 as an internal office of Starfleet Operations, primarily to codify Starfleet regulations, standardize personnel practices, and maintain Starfleet service records.  The office became an independent branch of Starfleet in 2136 and at this time was located on the third floor of UESPA headquarters in Houston on Earth.  In the summer of 2137, the Office of Starfleet Administration was relocated to Starfleet Headquarters in San Francisco.  That fall, the office was expanded following the appointment of the Chief of Starfleet Administration to the rank of Commodore along with the establishment of a new Office of Starfleet Recruiting.  In January 2141, Starfleet Recruiting was established as an independent branch of the Starfleet and removed from Starfleet Administration.
