Starfleet Headquarters
Starfleet Headquarters is the command center for the Earth Starfleet, containing the major offices of the Starfleet branches as well as the headquarters for the Chief of Starfleet Operations. Starfleet Headquarters was formally opened on June 23rd, 2137 and is located in San Francisco on Earth.

Starfleet Headquarters is operated by a full-time command staff, separate from the command offices which occupy the complex, although the Director of Starfleet Headquarters is considered subordinate to the Chief of Starfleet Operations. Normal operating hours at Starfleet Headquarters are 0800 to 1800, while a daily duty section is drawn from assigned headquarters personnel in order to respond to any after-hours concerns.
STARFLEET HEADQUARTERS HISTORY
Upon its creation, Starfleet operated from the offices of the United Earth Space Probe Agency in Houston; however, within a few months it became clear that Starfleet would require its own headquarters, separate from the UESPA facilities.
Upon petition from the Chief of Starfleet Operations, in June 2136 the city of San Francisco allocated a parcel of land on the San Francisco Presidio to serve as the site of the new Starfleet Headquarters. Groundbreaking for Starfleet Headquarters occurred in September 2136 with a formal opening of the facility in July 2137.
In May 2138, per Starfleet Operations Directive #7, a major expansion of Starfleet Headquarters was ordered with a construction project to begin that fall and projected to last between five to ten years. The expansion would create three additional facilities adjacent to Starfleet headquarters to encompass engineering research, general Starfleet training, as well as a hospital complex.
The first expansion, the Starfleet Training Center, was formally opened in September 2139. This was followed by the opening of the Starfleet Engineering Complex in February 2140. Groundbreaking for the proposed Starfleet Medical Center is scheduled for the spring of 2141.
